China’s strides in bypassing sanctions on EUV equipment
We had submitted a proposal for a Sovereign Compute Stack which would have set us on the path to an indigenous compute capability, essential for a Nation of India’s size in an uncertain world.
Meanwhile China continues to make astonishing strides in hardware with at least 4 Institutes developing alternative paths for the production of extreme ultraviolet (EUV) lithography equipment, which by now everyone knows is the critical equipment needed to produce ultra cutting-edge chips, and which only the Dutch ASML produces today:
- Harbin Institute of Technology
- Shanghai Institute of Optics and Fine Mechanics
- Guangdong Bay Area Aerospace Information Research Institute
- Tsinghua University
We have also recommended a path to rapid indigenisation based on a components wise approach. In other words, instead of declaring a platform indigenisation goal, we have advocated a components wise approach: declare the components and items that need to be indigenised. A plan has been submitted to Government.
A platform centric approach inevitably leads to white labeling of a major part of its constituent components, whether it is by an indigenous system integrator or a foreign OEM. Even the US has discovered that a major part of its sensitive supply chains actually depend on Chinese components.
